Brett Murphy

Brett Joined the Victoria Police Force in October 1986 and performed general duties in Melbourne’s Northern Suburbs.   In 1997 Brett was promoted to Sergeant and undertook a number of Regional and Divisional Projects which included:

  • 2001 - Force Issues project (Property).  This led to business change; elimination of inefficiencies through process mapping; and recommendations on changes to the Police Regulation Act, the Victoria Police Manual and the method of training our property officers.

  • 2007 – Creation of the Hume CIU.   This was the commencement of creating Police Service Area (PSA) based Criminal Investigation Units a fundamental move away from station based CIU response.   This led to more effective tactical, prioritised and tasking based investigative response.   This was seen as the model for creating PSA based CIU’s

  • 2008 – Regional Professional Development Committee. This led to the creation of an effective framework which included the necessary documentation and reporting mechanisms greatly enhancing existing arrangements and approach to PDC matters and for the first time recording of matters that may give indicators to unethical behaviour.


In 2008 Brett was promoted to Senior Sergeant as the Station Commander of the rural police station of Seymour with 50 direct reports.    In 2009 Brett was the Municipal Emergency Response Coordinator during the Black Saturday fires.   As a result of Brett’s work during this period he received a Divisional Commendation for ‘Leadership and coordination of emergency management response’ and was awarded the National Emergency Medal.


In 2013 Brett was promoted to Inspector at the State Emergencies and Securities Command to perform the role of the Regional Emergency Management Inspector for the North West Metro Area.   Throughout his career Brett has undertaken a number of additional studies.

  • 2008       Certificate IV in Training and Assessment – R.M.I.T., Melbourne

  • 1997       Bachelor of Arts (Criminal Justice Administration) with distinction – R.M.I.T


Brett is currently performing the North West Metro Regional Emergency Management Inspector role, coordination function as described in the State Emergency Response Plan.    Most recently he has been involved in the Emergency Management Coordination of the SKM (Waste) Fire, Coolaroo, The Bourke Street, Melbourne Incident, the Essendon Plane Crash, Large bushfires and floods in both North West Metro and in the Hume Government Region.
